Hey, its free -- what do you expect?
Windows Paint can save monochrome (1 bit), 16 color (4 bit), 256 color (8
bit) and 24 bit bmps.  (See the Save As... dialog.)  This covers most
situations.  However, many other graphics editors are far superior (though
often not free).  That's why I suggested PaintShopPro.  However, if "free"
software is the only kind you like, you can search the web to find other
graphics editors that will work.
