The emulator shipped with CW is several versions out of date.  Since it
was released, there have been 4 updates to it -- the latest version is
3.3, and you really should update.

OK... so, when you install it manually, no problem.  I think I've seen
problems like this when applications have bitmap families missing
members, or other oddness in the resources.

These sound like DbgMessage's coming from the Palm OS ROM.  Try changing
the Palm Debugger Setting "View log" to turn the log on.  Do these
messages show up in the log window instead?

The prefs where that is stored is in a different place with the newer
IDE version.
