I think things will be a lot clearer at PalmSource 2002 next month.

As for the CodeWarrior story, currently, ARM ships their own software
development kit.  ARM licenses the CodeWarrior IDE from Metrowerks and
has integrated their own debugger, so if you buy their tools, you can
use them either from the command line or from the CW IDE.  Their tool
set is $6500, so it is really aimed at hardcore embedded product
developers.

Metrowerks will be shipping their own tools for ARM embedded development
soon.  There isn't an official MW announcement, but Motorola has
indicated that their new ARM-based processors, including the Dragonball
MX1, will be supported by CodeWarrior tools.  Specifications and pricing
of these tools have not been announced.
