You absolutely can use PalmDebugger. I've been doing that for at least 6 months, and just to make sure, I re-downloaded and tried it with both the PalmDebugger from the 4.0 SDK, and also with the one from the 4.0 SDK Update. Works fine. (Tip: hit ctrl-break to drop into the debugger instead of doing shortcut tap tap 1.) You did choose "Emulator" from the "Connection" menu, right?
