Here are two I recommend:

  ARM Architecture Reference Manual (second edition) edited by David Seal
  ISBN 0-201-73719-1

  ARM System-On-Chip Architecture (second edition) by Steve Furber
  ISBN 0-201-67519-6

The former is similar to the M68k programmer's reference (it's all about the 
instruction set). The latter is more of an overview/architectural evolution and 
functional explanation of the ARM family of chips, unique features, etc. with some 
interesting historical background. Together they should provide enough info to help 
anyone get started writing ARM native code.
