Then your not really doing a hard reset or doing it properly. Hard resets bring up the 'Welcome' application that forces you to calibrate the screen. Press the Reset button while holding the power button. You should then get a screen that says: 'press up to delete data'. Press the Up button and you should shortly see the calibration screen. If your digitizer comes back to life, do not restore your unit. If you do, you will likely restore the older (and wrong) calibration settings. Somewhere, someone posted (or maybe its in the Palm Knowledge Base) on how to restore without resetting the digitizer calibration back to the non-working settings. You'll have to search for it if you need to know.
