the core to OS5 is PACE. 

developers program to API routines, and, they are handled by the
PACE layer on the ARM platform. building a native ARM application
would require knowledge of the native API locations (i dont see
header files available - do you)? and, OS5 was built mainly as a
transition layer for ARM - not to allow you to write ARM.

i remember the discussions where Palm were even debating allowing
PceNativeCall :) we should be lucky we even have that!
