I checked it on my curent app. There were 2 differences: one in prc header (seems to be a timestamp or something similar because it changes in every compilation) and another one deep in the code: C8 -> C9. This seems to indicate a change that might correspond to the FRAME bit.
I would try 5.0 SDK but I am not sure if I can trust it. I slightly remember some warnings about it. I'll try to check it.
Ah! If you're using V8 or V9 with the Mac OS 68K linker and PilRC plugin, then your .rcp file gets turned into a .r file, which then gets built by Rez.
If that's the case, then setting that flag won't actually affect the output file, since Rez's resource descriptors can't express a push button without a frame. If you used V9 with the Palm OS 68K linker and native PilRC, then its likely that this flag would make it through.
