Only true when the user is expected to use the application on all of the platforms, instead of just one. It's questionable even then -- I can't stand using iTunes on Windows because it pulled over Mac OS UI conventions and doesn't fit in with the rest of the platform.

Well said. In any design profession, whether it's software interfaces, industrial design, architecture, etc., the designer is forced to choose between two things (1) what is the accepted practice and (2) what is the purest (best) design. Often the answer is a delicate balance between the two, which can be very difficult determine.
