No, it is only 90% of it.  :)

More seriously, I think what you'll find is a whole class of users exist which
don't fit the "average user" mold who use the PDA daily and always keep it
charged and carry it at all times.

Instead, they have it for just a specific purpose and possilby a single program,
and don't use it for regular PIM style activities at all.  They own it only for
this one "killer" (to them) app, and the PDA may well sit in a drawer otherwise.

But they want it to work when they pull it out of the drawer, and find it
frustrating when it doesn't.  Perhaps "usability" is a more accurate term here
than "perceived relability", but that distinction may be lost on them.
