http://mikeandlace.wordpress.com/2007/12/ has the model.  Scroll down
to medieval catapult for the download.  It is a model of an onager
type catapult.
The one I built has wheels that are 2-1/8 inches or around 54mm in
diameter.  I do not recall doing any rescaling so that would probably
be the size if printed at 100%.   Those wheel would be about twice the
height of your 25mm to 28mm miniatures so you might have to scale it
down.
