Since siege engines are a sort of "improvised" weapon, being built on
site with local timber, they vary a great deal in size making the
concept of "scale" a slippery one. Designers built in the "Works for me"
style rather than to a set plan. Some designers had some unusual ideas
of what was the best way so each engine was, aside from the basics,
quite different.
I would suggest using good old "eyeball scale". Just print out a
version that looks right for whatever size figs you are using and mark
up any size differences as due to the designer's idea of how a catapult
should be built.
