As someone who is a computer tech and charges for it, I always give a
guarantee of getting all recent and current data off the drive, as long as
it still spins, and nothing has been done to the drive since it fell over -
sometimes even if it's only "just" spinning. Frozen drives, I know of
somewhere to get it done, but it can cost up in the 4 - 5 figure $$.  They
have specialised software and turn the drive manually. It's our local govt
funded science department. :D

Sometimes I wish I lived closer to my internet friends. :(
