Prismacolor also has water soluble line of pencils which are probably the least expensive of the good quality group. I find that Derwent Coloursoft Pencils suit me best for coloring white edges or breaks at folds. The "leads" are so soft that the color is transferred with a very small amount of pressure.
On some very intensely colored parts of a Japanese mecha I used watercolor pencil, very slightly moist and found that the paper imbibed enough water to swell and leave a noticeable edge even when completely dry.No more wet color for me. I mostly work with 110 pound paper so edges need careful color matching.
