Strawberry Perl users can *always* build PAR themselves anyway.

elaborate? Is this a PAR issue I should look into fixing?
Yeah, I'm sorry for the lame, vague bug report. Stupid DOS shells
have such a tiny scrollback buffer by default that I lost the actual
error before writing that message.
