I can't find it in the cpan. The executable which doesn't work is packed with PAR::Packager version 0.973 (or higher) and PAR version 0.972.
I did some comparing of PAR::Packer version numbers via search.cpan.org. It seems like PAR::Packer was at 0.15 in PAR 0.956 and 0.957. You can check for your self by going to http://search.cpan.org/dist/PAR and selecting the old version, then clicking on "PAR::Packer" and looking at the version at the top of the page.
