My program requires utf8_heavy.pl and unicore, which are in
C:\Strawberry\perl\lib.
The Win32 exe produced with pp cannot locate these in the cache, where
they are expected in .../cache.../inc/lib
The error message produced is:

This used to work with pp run in perl 5.20; it does not work with pp run
in perl 5.24. Don´t know about perl 5.22.
