After a checkout on Windows

Finally, 'make bootstrap-ops' fails, because this target must be rewritten :
bootstrap-ops : $(OPS2C)
$(OPS2C) --core
$(MAKE) . # with a dot here, because $(MAKE) contains 'gmake -C'
But the regeneration part (ie. ops2c.exe --core) runs fine.
