We had actually moved Alioth from lists.gnu.org a few months ago; because bug-parted was full of spam. I don't know why didn't create a new Subscriber-Only Mailing List at gnu.org itself, but maybe it was because gnu.org didn't offer that option, or the fact that we had an SVN repo at Alioth already. I really don't think having the project components distributed across different servers is a big problem. For developers, you already have your mail filters setup, repository checked out on your local disk; you really don't need to remember any URL once you're all setup. For new users, as long as the links on the parted website are Ok, there should be no problem either.
