Kurt, haven't found what you're looking for, but you might be able to do it using Nero. When you copy a CD it asks you whether or not you want to create or print a label for the disk. I'm not sure, but I think that information includes a track list. There's certainly an option to save that to a file. Whether you can access that facility without having to copy the CD I don't know.
