Well there's stuff like Sound Fourge, Audacitcy, Studio Recorder and others.

The thing is that I got a nice program from www.accmeware.com called sonarka sound recorder XiFi wich is the paid version, but they also have a free version of the program with less features called free audio recorder. Although I'm happy with the sonarka paid version, the thing that bother me is that you stil have to make use of the jaws cursor quite alot to ajust settings. And the free version works quite wel, but the option to change the recording format, is on a toolbar only, and have no shortcut on the keyboard or cannot be located with the jaws cursor. I didn't try NVDA yet. But the reason I rite this is because I want to see if there is something to suggest for those who con't aford recording software who would need such an audio recorder wich is accessible. I will rite to the tech support and ask them to improve accessibility, but no idea if they would do that. Maybe someone no a program I didn't look at.
