Diana, I was mistaken: back in May I was getting stuck at the "443" part, not the "403 Service Error" part. Upgrading to wget 1.12 did solve my problem but that's not what you're seeing.
When I try to download patches, I'm now getting the same errors as others have mentioned: 010-12-13 10:44:25 ERROR 403: You are not entitled to retrieve this content.. Curiously, pca was able to download 2 of 26 patches: 119254-78 and 125555-08. Maybe it's as simple as a permissions issue?
