DC stands for Direct Current. Its when your polarity is fixed unlike AC or 
Alternating Current changes polarity a few times a second. DC power is the 
same found in normal batteries from the car all the way to the little AAA's. 
AC is what you find coming out of the wall. What's happens is in that little 
black box that plugs into the wall is what's called a step down transformer. 
It takes the 110v number down to a lower selected number (I guess 9v in your 
case). From there it goes on to diodes which allow current to flow one way 
changing the once AC signal to DC. And after there it may go threw some form 
of transistor for a power regulator. Hope this was a little helpful.

I have a Practical Peripherals 14.4 modem that someone passed on to me. It
came minus the power brick. I want to test it, before I chuck it to the
electronics recyclers.

It says on the modem that it is "rated" for 9VDC 1000mA output. I have lots
of spare AC/DC converters, but none that fit that output spec exactly.

Forgive my ignorance of basic electronics, but what happens if I use it
with, say, a 9V 900mA brick? 2.8A? Risk of fire|shock|explosion|Kentucky
fried circuits? Is that spec min, max, or does it have to be exact?
