Service Source PLW IIsc page 2 of the troubleshooting section says
simultaneous blinking of paper and jam lights mean fuser or laser
problem. Alternate flashing of the same two lights means I/O board problems.
In my experience, most likely fuser. Is it getting hot? If not, you've
found your failure point. If it is getting hot, it's probably the
scanner motor that has failed. (Does it 'whir' when you power it up?)
Fuser is an easy fix, scanner motor is a *little* moter difficult.
Might check with your local printer repair guy and see if he has a pile
of 'parts' HP LaserJet IIs. If so, get a few of then and start swapping parts.
Last one that I had to fix had a bad fiber optic cable.
