I don't believe 8.6 was ever offered as a complete install on CD. The only
way it was available was as an updater - either downloadable or on CD.

Now, for the nitpickers, there was a complete 8.6 CD available, but only
with the first generation of G4 machines - before Mac OS 9 became
available in later 1999.
