Yes a low level is the same as when you tell Norton to 'wipe' a drive. 
NO, INITALIZING the disk simply formats (read: sets up) the drive so it 
can be read by the computer, which includes erasing the directory 
structure (This command is exactly like the Erase Disk... command in the 
Special menu, does the same thing). To zero all data on a drive, check 
the ZERO ALL DATA option in drive setup. If this option isn't available, 
this is b/c you have an IDE drive. There are two ways to get around this:

Easy:

Use FWB's Hard Disk Toolkit to format your drive. It will low-level and 
zero all data and initialize in one smooth operation. Once you have doe 
this though, you must use HDTK to format that drive every time, you cant 
switch between disk setup and HDDTK as this will ruin the drive

Hard, but worth it if you got the time and a 'decent' (if they exist) 
PeeCee:

Put the IDE drive into your PC. Boot it up and hit F1 or whatever the key 
to get to your system BIOS is. (If you are reading this part, I assume 
you know how PC's work) Most PC BIOS' have a Low-lwvel option for hard 
disk formatting in the BIOS (Which will automatically zero all data). You 
can then put this disk in your Mac and partition normally with Apple 
Drive Setup.
