I can't speak to any part of your problem except the surge suppression.
After a couple of unfortunate experiences, I got a huge surge suppressor
from the local power company.  They installed it at the electric meter,
where the power comes into the building.  It cost $35 for the installation,
and the rent for it is $5 per month on my utility bill.  Obviously it won't
protect against a lightning strike on the house, but it guards against
surges coming in on the power line, which is mainly where they come from.
The unit has a couple of indicator lights on it that tell whether it has
been blown, and I look now and then, but the meter reader looks at it every
month and he is supposed to report it if trouble is indicated so the power
company can come out and replace the unit.  I don't know if all utility
companies do this, but it might be worth a phone call to find out if yours
