Normally when you startup a computer, the CD-ROM access light 
flashes.   If you have a real OEM Apple Drive, then it was built 
without the indicator built in, so no help there, but it could be a 
help with your new drive.   The one thing that could cause this is 
when you disconnected the power cable is that you broke a wire or 
created an open between the wire and the crimp-on connector.   This 
is especially easy if you pulled on the wires to disconnect the power 
plug.   The way to check would be with a VOM and the power off, to 
check for a circuit between the same connectors on two of the 4 
connector power plugs.
