If this is a new drive from seagate it would already be low level formatted.
I just got a Seagate Barracuda 9.1 GB drive and it was formatted already.
You have to pick a choice for the kind of initializing you want. It
should show HFS and HFS+. Although I did that with mine and it only
showed HFS. So I purchased HardDisk Tool online and used it to
initialize the drive to HFS+.
