If the seller won't furnish buyer with his resale number for you to
verify with his Secretary of State, then he is probably trying to pad
his price at your expense. Also, if there is no retail presence within
the state of buyer, no tax is collectable. If seller is adamant - go
somewhere else or bite the bullet [after checking resale license noted
above - to be sure they are not pocketing the money] and buy your
heart's desire.

No verification that he/it is legally entitled to collect and forward to
Sec'y of State an/or county clerk all taxes collected means he/it is a
thief.
