Yes. I have added a  second 3.5 ,  1/3 h (1" high) drive to both a 7500 and
a 7600.

The internal Bus 0 SCSI ribbon cable has a spare  built-in 50 pin connector
and there is also a  spare 4 pin DC power connector, both  for adding a
second hard drive in the lower bay
This second hard drive must be both  UNTERMINATED  and set to an ID # not
now used on the SCSI 0 bus.
You can use Apple System profiler, Devices & Volumes to see what is in there
now- using 4 or 5 is usually safe.

NOTE: Because of internal heating considerations I would not recommend
anything but a 1/3h drive in the lower bay. A 1/2h (1.6" high) will fit, but
there is no natural air circulation in that lower bay
