Part of the problem could be your Monitors & Sound Preferences are corrupt. 
Try trashing the "Monitors & Sound Preferences" folder located in your 
preferences folder. Probably good idea to trash any ATI pref's as well.

When you restart open Monitors & Sound Control Panel and set to the desired 
resolution. I had a similar problem with a 21" Radius after I installed a 
third party video card in my 7300 running OS 8.6. It keep defaulting to 
604x480 on restart 640x480 on a 21" monitor is no fun. Good luck --glen
