Which installer are you trying to run?   You should be using 
something like ATI Universal Installer (I can't remember the 
version).    If you don't have it, d/l it from ATI.   If you do have 
it and it is complaining, you might have an Apple branded card rather 
than a retail card.  ATI's site gives info on identifying the card 
correctly.   If you are using the Universal Installer, you can do a 
custom install of the software for the GA card.

As for the resolution switching, you have me stumped.   ATI's cards 
have been very good to me in that department, and have always come 
back at the same resolution they shut down in.   Do you have problems 
with your clock loosing it's setting, or Appletalk switching on?   If 
so, you have a dying PRAM battery, which also keeps the settings for 
your screen resolution.   But once the OS is fully up, it should set 
the screen to the correct resolution, driver or no driver.   So the 
other suggestion would be to toss the 'Monitors' preference file, 
restart, and reset your monitor settings.
