Hi. Which do you have, an 8600 or 9600? Since you are talking about more than one bus, I assume it's a 9600. It couldn't hurt to try moving one of the cards to the other bus. Also, don't forget to push the CUDA button whenever you add or subtract something from the motherboard.
I also have a Voodoo5 card in a 9600, and if memory serves correctly the instructions state that all other video card drivers should first be removed. When I first got the Voodoo I left the old card in for comparison, an ix3d Ultimate Rez. As in your case, there was no video output from either card. I didn't pursue it further since the ix3d was going into a 7500. If moving the cards to opposite busses and pushing CUDA don't work, you'll probably have to remove the Voodoo for now to get video back. When you remove all the video drivers, reinstall the Voodoo card and see if both work.
