It's the law of diminishing returns. When I work on a Quicksilver 733 I find it is a bit faster than my 7300/G4-450 (I do a lot of big Photoshop stuff) but the performance increase is not earth shattering. (The other advantages of a new machine - bigger hard disk, fast ethernet, better video, more space for RAM (and far cheaper RAM in UK) - are far more important if you are weighing new against an upgrade.)
>From experience the difference between a barefoot 7300 and a G4-450 upgraded or even a G3 upgraded one IS quite marked. You will feel considerable performance improvement but with the 800MHz card being top dollar, the older cards will come down in price which will make them even more attractive. I also work from time to time on a 7600/G3 (XLR8 not sure what speed) and in Quark, freehand, etc., it feels as good as anything else. Performance in Photoshop isn't as good but I push my luck with it (the odd 200-300MB file when closed).
