Most switching power supplies with a +5V high current section require a
3/4 to full load on the +5V in order to determine if all the other
sections [-5, -12 and +12] are struttin' their stuff. You could have a
supply on the verge of quitting entirely. You might have to borrow a
couple/three voltmeters and after pulling the power connector from the
mobo and putting a power resistor of at least 3/4 load capacity into the
+5 and ground bus of the P.S. connector, check the other voltages to be
sure they are there. Might involve a few on/off sequences while watching
the meters - intermittent problems are a PITA!
