The objective of an initializer is to make a MacOS file system of the selected type on that drive. Some of the older/obsolete formatters handle the "format drive" command much more effectively than later ones. As long as the initializer sees a drive with a zero (or manageable) error count, it can process the drive, leaving the drive mountable (and probably mounted).
