While the mass storage driver may be standard, not all mass storage 
devices can owrk with it, especially older ones.  I think the mass 
storage protocol was standardized when people figured out they were 
all writing the same basic driver for their product.  By developing a 
standard protocol and driver for it people can create USB mass 
storage devices and not have to write,  distribute  and support a 
custom driver.

I have had to install the USB driver support on every 9.1 equipped 
machine I've installed a USB PCI card on.  In all cases I installed 
OS 9.1 before putting in the USB card so that may be an issue.  The 
drivers probably don't load if there is no card.  A tool I've found 
particularly useful in debugging this is the Devices and Volumes tab 
in Apple System Profiler.  If it lists a PCI card but doesn't 
identify it as a USB card then it is seeing the card but doesn't have 
drivers for it.  If it does list the USB card and lists the USB 
device but doesn't correctly identify it then it's probably that the 
drivers for that device aren't present.
