This sounds normal to me - at least I have experienced this on quite a few

When a desktop Mac's 3.6 volt lithium battery reaches 3.2 volts, it's just
about dead. Anything below that and the power-on circuit, which is actually
supposed to work on as little as 3 volts, probably won't.

When a PowerBook of the 500 and 5300 (including the quite similar 190) has
either one of its two series-connected cells drop below 3.2 volts, the result
may be the same.

The above-mentioned PowerBooks' PRAM batteries are VL-type lithiums, and are
indeed recharged by the main battery or by the plug-in battery charger.
However, these VL-type batteries can also fail to take a charge, just as the
main battery can fail to take a charge. If so, it's time to replace the PRAM
battery.

The desktop's PRAM battery is a non-rechargeable lithium.
