What you quite likely have there in the 9600 is is a DYING PRAM BATTERY.

I experienced EXACTLY the same symptoms before my battery died completely
!!!

I pulled the Twin Turbo and replaced it with a Voodoo3 2000 and a Voodoo5
5500 and they all behaved more or less flakey with multiple starts required.
The clock did NOT lose time but the video would not start up cold. Then
replacing the battery fixed everything.

If you KNOW that you battery is A-OK then remove it and scuff up the ends a
bit with fine sandpaper and but it back in to make sure there is no dust and
muck on the ends of the battery.
