As great a machine as the 7600 is, $200 is way too much to pay for one 
with that configuration (unless the monitors are 20" or something). As 
for the 9500, assuming the problem is simple to fix, it's hard to say. 
It does come with a decent amount of RAM, but as someone else mentioned 
the case is a pain. For that price you can probably find a 8600, or even 
a 9600 with careful shopping and some luck.
