No padding ... it's all functional code and drive tables.

If anything, the PC firmware was padded in order to take up a 1000 Mbit 
EEPROM, as used on the original cards. The Mac firmware was not padded.

Promise also used different device types for their PC cards (which were sold 
under their own name) as for their Mac cards (which were sold under other 
names), and this drove the programmers nuts as there are different 
programming algorithms for, say, a "Winbond" chip used on one version, and, 
say, a "WSI" chip used in the other version.
