I bet the limiting factor is the SCSI bus. The 7300 has two SCSI busses, a 5MB/s and a 10MB/s-- the 5 is the one with the external connector as well as an internal one. You might want to make sure you're plugged into the internal bus. The 2906 is also 10MB/s, so you should get about the same speed with it. If you can find a 68 pin card, you'd probably get 20MB/s. It seems like the SCA adapter doesn't have termination, so you'd want a cable with a terminator at the end.
