I am sorry but the stuttering has to do with the 7500 itself, the ATA 
66 do not stutter in a 7300.
and the problem is solved by installing  AV_optimizer , secondly the 
problem does not affect the
cdrw burner connected to the ATA but the IDE disk if you have one, 
and when playing music on that make the stutters,
you can still flawlessly burn and play, and use  the scsi drive, the 
AV optimiser is used only with the IDE drive,
the burner is already optimised .
There are also new drivers for the 66 downloadable, but I m not sure 
if they'll fix the soundproblem .
I have the optimizer but no link where to download it - so I can send 
it privately if you can't find it in the i net !?
