Although I have spoken to a couple of people who were helpful, they were all 2nd level, or higher. Of course, I'm used to getting an extra serving of rude cluelessness -- I'm both a Mac and IBM OS/2 user. But, without exception, all my good-little-Windows-using friends and co-workers report the same experiences @Home, AT&T Broadband, Qwest DSL, and so on.
