The floppy drive is simulated, so the last reason isn't one.

DOS' boot sequence is: 1) floppy (A:), 2) hard drive (C:), 3) CD-ROM (some 
systems only, but, apparently NOT the PC Compatibility Card), and, failing 
all that, 4) drop into the ROM BIOS looking for the version of Micro$haft 
BASIC which was imbedded in the original IBM PC.

Since few systems, other than the IBM PC, supported Micro$haft BASIC (in 
ROM), the reason has to be: no bootable device could be found ... the 
diskette in the Mac's floppy drive, in this specific instance.

With the PC Compatibility Card, all DOS/Windows devices are simulated, and 
the simulation is pretty complete.
