http://validator.w3.org is your friend.

Make it at least HTML 4.01 Transitional and it should look more or less the 
same in all browsers. Or at least functional. Or if you really want 
backwards compatibility, stick to HTML 2 or 3. HTML 4.01 Strict is supposed 
to be good, but it's quite a bit different.
