As the owner of a 9600 I think so, depending. IMHO it's one of the best 
Macs Apple ever made, and nothing yet has beaten the case (I like it so 
much I'm going to transplant a g4 logic board into one). Just keep in 
mind that it's a 6-year-old machine and no matter what you spend to 
upgrade it there are significant limitations versus a newer Mac. Since 
video, along with gaming, are some of the most demanding activities for 
a computer, for what you seem to want it might be a better idea to use 
the money you would spend upgrading a 9600 and put it towards a newer Mac.

The 9600 has no onboard video capability like the 8600. That's the price 
for the 3 extra PCI slots, it seems. Well worth it, IMHO.

The slower 50 MHz system bus would be a bottleneck despite the 800 MHz 
processor. The memory can only be pushed so fast.
