I'd say it was volume size, not file system, that's the problem with 
the app you describe. The app probably checks available space while 
starting up to verify there's enough room for it's temporary files. 
Until well into the PPC era, volumes over 2 GB weren't possible with 
HFS. The app determines the has problems and won't start (in order to 
avoid data corruption. Try formatting a small volume HFS+ or a 3.9 GB 
partition HFS  and see what happens.
