The problem is that Apple only supports USB 2 in OS X.   They never 
released a USB driver set supporting USB 2 in classic OS (8.6 or 
9.x).    Finally, Apple pushes Firewire for high throughput devices 
such as CD-R's, DVD's and DV cameras.   The short answer is that 
Firewrire is definitely an option for your computer.   You will want 
to have either OS 8.6 or 9.1 up and running before you add it. 
Also, look for a PCI card marketed as for Macintosh computers.   I 
have a firewire CD-R and write at 32x all the time without a coaster 
(the drive does support under-run protection, but I don't think it is 
being used.)

As to your computer, yes the PCI bus runs at 33 Mhz, but it is 32 
bits wide so the bandwidth is 132 MBytes/Second.   FWIW, you system 
bus is probably 50 Mhz at 32 bits for a 200 MByte/Second bandwidth. 
Firewire is 400 Mbits/Second (50 MBytes) bandwidth, but has 
additional overhead so that total bandwidth is never available.  The 
long answer is that a Firewire PCI card is limited by the firewire 
bus not the internal buses of your computer.
